"Officially" (if there is any such thing in Usenet)

  comp.lang.c: Discussion about C.
  comp.std.c:  Discussion about C language standards.

That's an odd thing to say.  How do you determine the desire of a
Usenet group?  Anyway, there have not been many on-topic posts lately,
so maybe your sample is rather skewed.

Historically, this group has discussed many topics related to C.  Some
of the best threads have been prompted by "how would you write this?"
questions.

This might be an actual use-case for Google Groups!  (The news server I
use claims 7728 posts in that group, but a server with very long
retention will show even more.)
