There are library functions available to implement threading on many
different platforms (but not all), and providing access to those
functions through a C interface is a very common thing. However, those
functions have different names on different platforms, and behave
differently on different platforms. Concepts that are meaningful for one
implementation of threading can be completely meaningless on another.
POSIX provides a pthreads library that you can use on any POSIX
platform. Windows provides something that I'm not familiar with that
will work on Windows platforms. There's many others that are less widely
supported.

C2011 adding threading functions for the first time, which are designed
so they can be implemented as thin wrappers for either the POSIX or
Windows functions. They can probably be implemented as thin wrappers
over other threading libraries, but I think that less effort was
expended to make sure of that. However, C2011 threads are not
necessarily available on all platforms. Also, they provide a
least-common-denominator implementation of threads - platform specific
threading functions often provide useful features that have no
equivalent in C2011 threads.

The answer, therefore, is that you can use a single interface to
implement threading on all platforms that are of interest to you - but
only if you've carefully chose which platforms you're interested in, to
make that possible.
