From this:
n1570
6.7.9 Initialization
Semantics
8 An initializer specifies the initial value stored in an object.
I would construe that the entire contents of an array,
is the value of an array.
The result of an implicit conversion
of an expression of array type to a pointer,
does not depend on the value of the array,
but only depends on the address of the array.
C does not have an operator
which can assign the value of an array to another array
and C does not have an operator
which can compare the value of an array to another array.
