To remind future maintainers that this function used to have an extra feature, which might someday need to be reinstated. As a general rule, it would be associated with commented-out code within the body of the function that makes use of the parameter. Keeping this old code, rather than relying solely on the revision-control system serves to prevent people from forgetting about the feature.
