By Logan Washburn Washington officials fined CenturyLink more than $1.3 million for a two-day, statewide 911 outage. The Utilities and Transportation Commission fined the company Monday for a statewide 911 outage that began Dec. 27, 2018, and lasted 50 hours, according to a news release. Unfortunately, in this case, the consumers are probably out of luck, even though they should be getting their cut. States vary, but in Ohio, if it's more than a 3 day outage, AT&T must automatically refund the entire month of BLES. That happened to me precisely once since 2015. For that I'm glad; I keep paying the land line because it's stable, reliable service (including in power outages). https://puco.ohio.gov/utilities/telecom/resources/basic-local-exchange-service PUCO: "While the company is expected to repair service within 24 hours, customers experiencing outages over 72 hours will receive credit for one month of service."
