If you're encoding music, yes. That's because music tends to have very
specific features that can be exploited to compress it.
You can't use FLAC to compress pictures for example, or text.

No, it would be totally impossible. There is no correlation
between Pi and e, and the data you would want to compress.
The price of computation is completely irrelevant.
