It was developed for the case where the forward transform had to be done on a slow processor without a multiplier. (Specifically, the RCA CDP1802, in 1994.) The inverse transform could be done on a very fast processor. This ICT optimized for the minimum number if '1' bits in the coefficients to get the appropriate compression. -- glen
