I wonder if - and if so, how - they are going to enforce this?
1. As said, you can make your own ISO from the free download.
2. The FAQ

now also says:
"Can I reinstall Windows 10 on my computer after upgrading?
Yes. Once you've upgraded to Windows 10 using the free upgrade
offer, you will be able to reinstall, including a clean install, on
the same device. You won't need to purchase Windows 10 or go back to
your prior version of Windows and upgrade again.
You'll also be able to create your own installation media like a USB
drive or DVD, and use that to upgrade your device or reinstall after
you've upgraded."
3. Until now, every Microsoft upgrade can be reversed, i.e. go to the
previously installed version.
So AFAICT, the worst case scenario would be:
- Forced upgrade to Windows 10 within one year.
- Reverse upgrade back to Windows 8.1 or Windows 7 SP1.
- Live happily ever after, with the capability to upgrade to Windows 10
or (re)install Windiows 10 if you so desire.
