At the opposite extreme, filtering through stationary traffic where the lanes are wide, e.g. on a motorway, is fairly safe. In slow traffic, filtering is legal in the UK. It's mentioned in Rule 88 of the Highway Code, which is tacit approval.

There are generally physical clues as to where the line is. I used to frequently pass from Oregon into Washington (I lived in suburbs on the south side of town, and the border was on the north side. I did not have a driver's handbook for Washington, and had no problems. Currently I am involved in treks into Arizona ... that border is 4 hours away by freeway, but a lot of SoCal people are on that road. Haven't run across any particular issue. Most states buy into the Uniform Traffic Code, whose content is negotiated between the Feds and said states. Differences often are related to what types of vehicles are allowed, special parking zones,, turns in certain situations, and some special signage. Of these states I'm familiar with, I believe Oregon is the only one that allows "triples" ... a semi truck rig with a tractor and 3 trailers. I'm not sure that 50-ft trailers are allowed in that configuration, but haven't looked it up recently. What's fun is trying to pass a triple on a rainy day. Only those on motorcycles can travel between lanes, and it's common to them do it. If there's no law against "splitting", a traffic ticket for "reckless driving" can be issued. It's difficult for a LEO to catch one, though. A biker can travel a great distance before the LEO can mount a chase, particularly when traffic is congested, and that's when bikers tend to "split". I see far more motorcyclists going significently over the speed limit, weaving in and out of lanes, and "splitting", but see very few pulled over by LEOs. I'd never seen/heard the word "filtering" in this context, but "lane splitting" is quite familiar. The most reckless motorcyclists - from what I've seen - are not Harley riders. They're on "crotch rockets" (Japanese motorcycles). Harley riders tend to ride in packs, but they observe the speed limits. There's a lot of motorcyles on the roads in Florida, particularly during "Bike Week".

I'd call that a multi-level junction, to distinguish it from one where everything is at ground level.
