If you tell a lie big enough and keep repeating it, people will
eventually come to believe it. The lie can be maintained only for such
time as the State can shield the people from the political, economic
and/or military consequences of the lie. It thus becomes vitally
important for the State to use all of its powers to repress dissent, for
the truth is the mortal enemy of the lie, and thus by extension, the
truth is the greatest enemy of the State.

Interesting, at least 2 or 3 times a month I have the same
issue on my workstation (RHEL 7.6) at work. Every so often
it freezes during shutdown, I cannot ssh into it either,
so a hard power off. At work we have a choice of using
Windows 10 or RHEL, easy decision for me :) RHEL 10x
better than W10, but seems to me they are heading closer
to each other as time goes on.

I have never seen this issue prior to using systemd and I
have been on Linux for over 20 years. So to me the issue
points directly towards systemd.

Well I do not 'hate' it, but I do not have it on any
systems I have control over either, a bit too bloated and
complicated for my taste.

Never had to do that.

Perhaps the word detest would be a better choice than hate.

I use Salix, a Slackware derivative, and so far Pat has resisted
systemd.

I have Debian 9.9 "Jessie" on an ASUS laptop, no problem shutting down.
Before that I had Debian 8 installed on it, again no problem shutting
down.
I also have Debian 9.9 "Jessie" & 10 "Buster" on three desktops, no
problem shutting them down.

Do you have NFS mounts in fstab and a wifi only connection?

If not, dont muddy the waters.

But if, add _netdev to the line. Or noauto and mount it manually when
needed *after* connecting.

Do so, but it won't shut down once connected.

Maybe:

# cat /etc/sysctl.d/90-nfs.conf
fs/nfs/nlm_grace_period = 10
# grep -i leasetime /etc/sysconfig/nfs
NFSV4LEASETIME="10"

On some newer systems, also do:

# /etc/nfs.conf.local
[nfsd]
 grace-time=$NFSV4GRACETIME

(the instructions are taken from a mail on opensuse.org list)

Another suggestion says to add x-systemd.requires=named.service
to fstab entries (client nfs entries), when using local name resolution
service.

Related, another sugestion was add a drop-in (using systemctl edit) to
fstab auto generated seervice for the mount with "Wants=nss-lookup.target".

Then terminate the connection down before shutting down the
computer. Yeah, not really convenient...

I don't use NFS but have otherwise no problems shutting down the computer
while still being online and connected to DAV and other services.

I admit I had a problem with Debian after systemd took over. When I was
at home it booted without internet fine. I brought the computer later
online via PPPOE. But when I was in a public WIFI space which required to
push a button in a captive portal it would hang (I waited even five
minutes). I couldn't push this button in the web browser because it
hung. I booted into safe mode and told this WIFI connection to not
automatically connect. That "solved" the problem.

To avoid this in the future I set all my WIFI sources up to not
automatically connect to them when in range. The laptop boots up and I
then manually connect to WIFI.

Well yes, I could blame systemd for that because this never happened
before...

The fact that you are respondeing to somethoing I poisted gives me some
moral if not legal rights to ask you not to post unrelated information
to support a position of advocacy.

Imagine I had siad 'I got rear ended and my Ford Pinto went up in
flames' and you replied 'I have driven thousands of miles and mine hasn't'.

I repeat. the sysnmd behaviour is related to NFS over a WLAN.

My bad! Debian 9.9 is "Stretch" of course.
