Answering my own question:
Adding this stanza to the top of /etc/pulse/default.pa:
### Load analog device ##added by RJM
load-module module-alsa-sink device=hw:0,0
load-module module-combine-sink sink_name=combined
set-default-sink combined
gives total control of speakers through pavucontrol.
