New Hampshire has that little stretch of I-90 and put a toll booth on it. When I lived there it was 50 cents iirc and you threw change into a basket. It was general knowledge if you ran the booth with NH plates they'd turn a blind eye. The disaster was Labor Day weekend as half of Boston tried to return from Maine and traffic would be backed up for miles. Locals would go to the overpasses well stocked with beer and hang banners up the line of 'so long, suckers. Come again next year and bring money' At the time NH also had no reciprocity with any states so whatever happened outside of NH stayed outside of NH. Maine cops would foam at the mouth. They could suspend your right to drive in ME but NH didn't care. I haven't been back that way in 20 years and avoided the toll roads. They were building the NYS Thruway when I was a kid and the tolls were going to be temporary until the construction costs were paid off. Yeah, right.

Or did Visa just start issuing "Visa Debit"-branded > cards which work like Electron? Here in the US, there is no such thing as online and offline cards. The main distinction is between DEBIT and CREDIT cards. All cards are online. I am not even sure I know what an offline card is ... value stored in the chip on the card? That would seem to be an invitation to fraud. So I see three ways for things to work with no Internet for a limited amount of time. Two of them require a local POS system running on locally generated power (along with the store's lights): 1. Old fashioned cash and a mechanical cash register (can be an electronic one if you have local power). 2. Local POS tracks purchases and add it up. Can take cash, or can create an IOU. 3. Local POS tracks purchases and add it up. Can take cash, or can take a card transaction and submit it later when network comes up. Credit card transactions seem to be often processed this way in normal times, judging by how often my charges for my Indian and Chinese restaurant meals show up 2-3 days later. Going forward, I think most businesses should be encouraged to gear up to do option 3. Here in California, we try to prepare for "the next big one". Where I live, we are celebrating the 100 year anniversary of the last local "big one", that wiped out most of the multi-story buildings in town and created the charming Santa Barbara we know today. Lately, the concern has been wildfires. A strategically located wildfire could cut off our electricity for a month. A mudslide blocked one of the two freeway exit routes for 3 weeks, leaving only byways too small for an 18-wheeler. But you could still get out the other side, even if that meant the Los Angeles would be 4-5 hours away instead of less than 2. A significant earthquake could take out electricity, freeways *and natural gas*. That would be a bummer, since most residentail electric generators over 10kW (Generac[tm]) run on natural gas, and gasoline filling stations need electricity to run the pumps.

The requirements vary dramatically by area, but more and more localities require X percentage of gas stations to have backup power. Back in the '80s I was stopped for speeding near Findlay, OH. Perfectly legit bust, no problem. It was convenient too. The cop took credit cards and reached into the back seat for his machine.

Offline cards used an embosser that copied the card numbers to a carbon-paper form, which was mailed to the card processor. I'm not sure if all the processors still support that, most cards no longer have the raised digits required for the embossers.

The benefit is deposited on the card each month but I don't know the mechanics. Is it something like the prepaid gift cards? I think for them the $50 or whatever is encoded on the card and not a balance someplace in the cloud but I'm not sure. With those there is no PIN afaik so it's like a bearer bond.

I can see from when the transaction is posted to my account it was an off-line transaction. Looking at various articles on the internet it appears many contactless transactions occur offline. Seeing as the card uses asymmetric encryption provided the private key does not leak its secure in that the card can't be copied. > > I'm not sure how EBT cards work. I don't know if it's the same in all U.S. states, but I know that here in Michigan they require a pin, and I'm pretty sure the money isn't stored on the card. I seem to recall a local party store having a sign up saying they couldn't accept EBT cards because the network was down. I believe they use the same readers used for credit and debit cards at most stores, too. Besides, they add money to the card without any action from the recipient. -- To reply via e-mail, replace "YYMMDD" with the current date in the appropriate format, or your mail will bounce. An offline transaction does not involve a real-time check for the availability of funds. From the little I know, I think certain cards are expected to require online transactions and others not. At least I thought that was the major difference between, say, Visa Electron and Visa Debit. Which is what the Wikipedia article for Electron says; that said, the introductory section might be slightly inaccurate: if by "Online stores" it means doing "Card Not Present" transactions over the Internet, at least it was possible to use some Visa Electron cards for that. https://en.wikipedia.org/wiki/Visa_Electron -- Nuno Silva

I never thought about it too much but at one time my bank used Mastercard Debit cards. I primarily used it at ATMs but it would work like a standard Mastercard in the areas served by the bank which is several US states. I'd been using it at gas stations on a trip and it took me a while to figure out why it was rejected when I hit a state that was out of the network. The new ones just have the bank's name and debit on them. Other than gas that I use another card for, I don't use cards very often so I don't know if it would work like one anymore.

I think FF is resting on its laurels when it comes to Linux distros. It was an obvious choice when the choices were IE or Firefox. Well, there was Konqueror and while I prefer KDE it never was very good. Dolphin took over its file manager spot and it isn't even in my Fedora KDE spin default installation. Chromium has the Google association and that may be holding it and the browsers derived from it back, fruit of the poisoned tree and all that. Manjaro Cinnamon did move to Vivaldi, which is chromium based. I've never used it. It has a rather odd history, being created by people who were upset when Opera switched to chromium so it's meant to be more like classic Opera with Presto although also using chromium. A friend was an Opera fan so I tried it. It was okay but I didn't see an advantage for me. I don't customize browsers so that flexibility didn't mean anything to me.

Why? These things may go out to tender - school district/exam board/whatever invites tenders to supply XX,000 calculators of spec A/B/C. Manufacturers submit bids. Or you do the same process but don't actually buy the calculators - parents can buy them from wherever, but the school has an approval process to confirm they're the right model, and mark them with some kind of approval mark. That sounds like more work than just selling the calculators direct. The problem with an 'open standard' calculator is how do you tell during an exam whether the student is using an OpenCalculator v1.1 compatible unit, and haven't slipped in additional functionality? The examiner is not going to take it apart and audit the code. The best they can do is look at the plastic and confirm that model appears on the approved list. Also, maybe you could squeeze in alternative electronics into the form factor of the standard calculator but given how thin they are the packaging is not entirely trivial which raises the bar a bit.
