Sure. It will work for a new OS design. If you want to use old software,
you still need the original interfaces.

It's pretty much what Unix internals are like these days. It is
possible to replace the inner layers as Matt Dillon did in DragonFlyBSD
when he reworked the generic filesystem abstraction to be centered around
the name cache.

Any operating system worth it's salt will follow the path of least
user surprise. If you have a program that works with a serial port, you
want to make it work, unchanged, as a binary, with a network connection
when that is implemented in the next version of the OS.

Or a tape program to work with a network disk. etc.

I'd want a computer that could run ANY software ever written for ANY computer, PC, mainframe and mini. It would have to have a cassette interface, 8" floppy disks, 5.25" floppy disks, 3.5" floppy disks, 9 track tapes, punched card reader, paper tape reader/punch, DECTape, etc. The processors could be emulated in ASICs. The machine would boot into a menu to select the computer to emulate. After selecting the computer, there'd be a menu that let you select the OS to boot. I'd run software like CP/M (single and multi-user), OS/8, all flavors of Linux, Windows, MS-DOS, TRSDOS, MVS, OS/2, OS/9. Flex, Altair DOS, Wang BASIC, HP BASIC, TOS, AppleDOS, etc. I wouldn't need a separate machine to run all these emulations. Right now I have nine computers of various vintages and still can't run all the software I want.

I'm a little along that path already. Lots of nice (fast) emulators. My
PC will emulate a VAX, a bit faster than an 8600. That and virtualbox and
you don't even have to reboot.

Ther peripherals are what I really lack. I'd love to have a 9 track tape
drive and an 8" floppy drive, at the very least. I have most tape drives.

That was the Universal AC, many many generations descended from
Multivac.
