There are some hams that monitor around 7.13 MHz, they have evidently
been there for decades and say they are the Maritime Net, or something
like that.

Yes, because you can have a ham station on a boat or a ship.  I don't know 
about now, but there was a time when some would get licenses because it 
was cheaper than maritime radio, and there probably were more people who 
could listen.  There was one guy who set out around the world, and it 
seemed like he was operating from exotic locations because he'd happened 
to get a ham station and license "just in case", rather than visiting 
those countries from the outset to put the countries on the air.  There's 
also the advantage that you can talk to people, I suspect maritime radio 
isn't so leisure oriented, and if you're sailing solo or close to it, it's 
nice to have people to talk to.

I've read complaints that the Maritime Net has never actually handled
an emergency, just engaged in chit chat.

Not according to ITU.  (By a pedantic reading, 28 MHz is not even VHF --
it begins at 30 MHz by definition, but colloquially speaking, 28 MHz
certainly propogates more like low-band VHF than HF most of the time,
sunspot years notwithstanding).

The 600-meter (500 kHz) watch ended some years ago.  There is still
NAVTEX activity nearby at 490 and 518 kHz.  Many countries still operate
MF networks on the 2MHz band.  The US Coast Guard did as well until
2013.

There are still several HF SSB maritime services. (4, 6, 8, 12, 16,
18, 22, and 25 MHz bands).  There is some overlap with the maritime and
the HF Air Band service.  The service is now channelized and can operate
duplex or simplex, based on equipment availability.

You were right. The maritime VHF is at ~150-160 Mhz. My sets have 
some legacy (pre 1960) bands at 28.8 Mhz, which explain the weird
antenna construction. 1:6 in frequency response.

The mandatory 500kHz watch ended nearly a decade ago, but the 
frequency is still assigned. In 2012 the MF part of the basic ships
radio operator course was dropped here. Seems to be for the whole
of the EU.

This L1-L6 setup also duplicates a CB channel. It is from the original
experimental network from the late 1940s, grandfathered ca 1960. But
the frequencies were just left, CB use them; as do VHF users that want
to chitchat without using the "official" frequencies. Seems to be a
NO+DK thing, this. My sets ARE old. One is VERY old.

I still see the occasional reference to 2182 and 5680 kHz in the
aeronautical publications.

I was primarily thinking about the antenna.  With urban sprawl,
the people who could work on the antenna of a station might
not be able to travel.  In Massachusetts, the radio people
move into hotels next door to the station when a big storm
is predicted and the governor moves into the civil defense
bunker in Framingham.  In winter time, people gas up their
snowmobiles but can't use them for hurricane weather.

You can build a quite effective SW antenna with trees, bale
wire and string. I did so when I was 11. My dad had a "manual
mobile", really a 37Mhz VHF. The cabinn for our holidays was
well out of range from the "base station".

So, I had just read a book on antenna design. I decided to
try a full wave Yagi. So I cut up 8.04 meters (I still remember
the measure) of bale wire around 10 times, and used a compass
to point it at the base station. Had a dipole and upper/lower
lobe handler at the rear plus 6 ribs pointing towards the 
base. All mounted at arund 6m height in some trees, with string
as isolator and bale wire as the conductors. The dipole got 
real isolators.

When we tested, we were ordered to turn down the volume. We
could barely make out a voice in the static without it (without
being able to decode words) and were unable to transmit anything
thar gave a response with the little ~2m antenna that was part
of the kit.

It worked like a charm for years afterwards. The farm never
got their bale wire back.

I visited the cabin last summer. Bits of it was still there.

A basic dipole will go a long way. It takes around 25 meters of
wire, three isolators, some string and some structure to mount it
in.

Yes, satellite phones will work as long as the satellite is in orbit, 
powered, accepting your calls (i.e. bills are paid and you have a relationship
with an administration that works).

But on the VHF you just go to challen 16 and listen if there are
anyone on, and if not you transmit a message. Anyone in the vicinity,
around 50-100 km away, can respond. Works a lot better in a disaster
than the phone system, which requires the phone network to be up.
Usually, it isn't; and you will be rerouted to somewhere quite far
away from a sat phone.

The local authoritys with the sat phones always do.

Ours are. We haven't lost a single one in any hurricane or
cyclone and Darwin was much more serious than Dagmar.

A sat phone will only work until the batteries go low.  There will
be no recharging until the power grid is up.  The whole point of
doing a radio broadcast is to disseminate information about the
storm and its after effects.   Keepiing people off the streets is
important.  People tend to get cabin fever when they think they
can't get out to see what's going on.  A radio powered by
batteries lasts a lot longer and functions better than any other
kind of comm.

Not everyone can buy them.  Solar only works if the sun shines
at a good angle.

Say what?   Solar works fine everywhere in the USA, and the
sun shines, on average 12 hours -each- day.

Small solar panels can be had for less than $50 bux, sufficient
to recharge a handheld transceiver.

Not here.  It's cloudy a lot.  The sun isn't shining if there's
a hurricane or ice/snow storm.

How many of those solar panels or generators would be needed to operate
an AM radio transmitter?
