Yes, this lets people buy things not allowed under food, such as toilet paper, tampons, soap.

Intelligent people might _supposed_ to be exempted from front-line duty in war, but very often that is not the case. In WW II, rear areas were at risk for bombing. The only real safe place was to be stationed in the United States mainland. But even that had risks during WW II, as industry was running full speed and safety took a back seat. I shudder to think how many workers in the Manhattan Project got an early cancer from either ignorance, neglect, or excessive devotion to duty. One leading scientist, who was pregnant, hid her pregnancy so she could continue with her work measuring radiation output. (I wonder if her children or grandchildren suffered from unusual illness, or even if they're tracking such stuff.) There were some studies done of workers, but they are highly technical and require interpretation. Complicating the issue was that at that time, there were numerous general industrial toxins in the enviornment, and lots of people were smokers. Several key scientists (like Fermi) died young from odd diseases.

I am slightly surprised by how low the casualty rate was from the messing about with highly radioactive stuff in the first part of the 20th century. Yes, there were lots of people who got maimed, but an amazing lot made it just fine to old age without any permanent marks from the radiation. -- mrr

Back in the 1800s the bad effects of radiation were not understood. For example, spas used to offer a bath in Radium salts as a treatment (maybe for rheumatism). This is the result of a (now) well know chemical reaction: the sweet taste is due to acetic acid in the wine converting to its hydrolyzed form, acetate. Very corrosive on the skin after a while, they would finish up looking like Hilary Clinton. Same is true of some of the survivors of the worst of the concentration camps too. The human body can be amazingly resilient at times.
