Banning guns does dramatically reduce the number of spree killings using guns tho.

Add in stiff penalties for being caught with a gun (and even stiffer
for waving one around or firing it) and even criminals are disinclined to

Doesn’t stop the worst of the criminals like the IRA and there
has to be much higher penalties for actually shooting someone
instead of just firing the gun or waving it around.

The IRA had to smuggle their weapons from the USA and Libya. The weak
supply lines kept the number of active members small.
