However, like state sales taxes in the US, "necessities of life" are generally exempt, and since the fraction of income spent on such things falls as income rises, that makes it a progressive tax in practice. Many countries favor VAT over income/payroll tax because the former gets applied to imports whereas the latter gets applied to exports; a similar strategy change here would drastically cut our trade deficit--and reduce the incentive to offshore jobs. However, it would be very difficult to reconcile a national VAT with state sales taxes and even more difficult to reconcile state VATs; the only practical way would be to have a distribute a fixed portion of a national VAT to states that repealed their own sales taxes, and then they'd all be bickering over how that was divided up. They do indeed it isnt even feasible to give the VAT that was collected in the state back to that state either, because so many transaction aren't done in just one state anymore. It isnt even feasible to allow each state to set its own VAT rate as the EU has discovered.

Not only isnt it an income tax, it isnt a flat tax in the sense that it is hardly ever applied at a uniform rate on all goods and services. Most people have had their brains washed to give government an unquestioned "special" status where the normal rules that you might otherwise use to judge its behavior do not apply. Would you accept the activities routinely practiced by your beloved "enlightened" system if they were practiced by by any individual or private concern? (Most likely not.) If AT&T provided services you saw as beneficial to society, but also laid claim to dispose of your life as it saw fit would you simply accept that? If they reserved the right to cage you or kill you if you don't go along with their determinations? If Comcast forced you to register for the possibility of being impressed into their army at its whim would you just go along with that? How about if Sears were spying on all of your email and phone conversations, and were demanding the keys to any encryption you might be using, would you find that acceptable as well? Perhaps you would, but I suspect not. Once the inherent criminality of government is understood, then we can attempt to figure out what to do about it. It's not too hard to find examples where the US Government has committed those acts against others (even if we don't count the assassination in Yemen via drone strike of Abdulrahman al-Awlaki, a native-born American citizen). Though some of his examples did mention citizens being killed by police in routine traffic stops. Since police are government (though not Federal) employees, I'd say those count as government killings. I'd say those were aberrations but the lack of vigorous prosecution does suggest that government doesn't care, any more than they cared to prosecute the responsible (higher-up) parties for My Lai or Abu Gharib.

I am not aware of any evidence that he had joined a foreign army.
(When killed, he was apparently sitting at an outdoor cafe.) In any
case, to forfeit citizenship, US law requires that the individual
intend to relinquish US citizenship when joining the foreign army, a
situation that the State Department's website says is rare. He did
have the misfortune of having a father that the US wanted dead.

Again, you're speaking to the reasons, not denying that the acts
happen. I realize that there are reasons (which may be good or bad),
but it's hiding your head in the sand to pretend the acts don't occur.

Of course laws were broken. Its that there was no will to follow up
(except for a few low-level scapegoats) because ultiimately Important
People would be threatened. But in any case, it's mostly impossible
for an individual to go though a day without breaking laws, if the
authorities want to find them badly enough. ("If you give me six lines
written by the hand of the most honest of men, I will find something
in them which will hang him." -Cardinal Richelieu) They weren't after
Al Capone because he cheated on his taxes, but that was the hammer
that worked.

I also agree that such cops should be prosecuted--and so do many others, both inside and outside the govt. But some do not. Of course that is much of the problem. We agree on that. If a government employee kills someone, and "the government" (local prosecutors and judges) fails to act, or just circles the wagons, I'd say that by default the killing was tacitly approved, and an act of "the government", some level of government. However much you and I may complain that we don't approve. No different from a lynching in Jim Crow days. Torture, rape, sodomy, murder (see the wikipedia article). A handful of grunt soldiers (some of those carrying out the acts) were prosecuted, but not their superiors (up the chain to the Pentagon) who encouraged and authorized the acts. Well, the commanding general was demoted. Perhaps that's all the punishment called for, for torture, rape, sodomy, and murder.
