The Dulles Greenway was built by the Toll Road Investors Partnership II; 86.7% of it was purchased by the Macquarie Infrastructure Group, and their subsidiary Macquarie Atlas Roads now operates it. But they forget that most roads need extensive and expensive reconstruction and even expansion, so the tolls must remain to cover the new costs.

You're wrong with plenty of infrastructure, particularly with the use of Corten steels etc. I was amazed to see that some quite simple irrigation infrastructure has been done entirely in stainless steel. One of the results of that was a new, independent agency created to handle new toll roads in the region: NTTA. NTTA has a very different problem; its first toll road paid off its bonds long ago, but NIMBYs mean that expansion would be prohibitively expensive, yet studies show that removing the tolls would make it a parking lot. Instead, they put that revenue into paying for _other_ toll roads, and so far, most of their bonds end up getting paid off before the new toll roads are even open! But now those new toll roads are generating even more revenue that NTTA needs to find a productive use for. Sheesh! (NTTA did float a proposal to remove tolls only during off-peak hours, but for some reason, that never gained traction.) Fire departments aren't listed, but they're a perfect example: Originally, private fire companies would respond to fires--and sit around until the property owner agreed to pay their bill. Eventually, they started charging "protection" in advance (the origin of fire insurance), but still, anyone who didn't pay didn't get service, and many fire companies engaged in arson to drum up business. Then there was a huge fire (Chicago?), and the fire companies duly responded to the rich part of town--and sat idly by watching the poor parts of town burn. However, by the time the fire _reached_ the rich part of town, it had grown far too large for them to stop. In response, the govt took over the fire companies (a term still used today in many places) and protects _all_ parts of town; the rich foot most of the bill, of course, but the total cost is lower because the firefighters tackle every fire right away regardless of location. I find politicians make much more sense that way. Also, I can watch the head shakes and nods that tell their imaginary audience when to cheer or groan.
