Certainly there are a bunch of overpaid executives and some profit in the insurance companies. If the congress had been doing their job they would have eradicated the insurance companies. They chose not to, I won't try to guess why they made that choice. But. At one extreme you could have a computer program that gets invoices and spits out checks. At the other extreme you have people actually trying to see if each invoice represents an honest transaction. How you do that with a telephone, I have no idea. But I think the uncontrolled computer program is a really bad idea. Why can't we see the total government payouts to each doctor? If payments are less than a million dollars a year, don't publish their name. Make it a government website to save paper.

There's always the tradeoff between spending money to fight fraud, and money recovered from identifying or deterring fraud. The same thing applies to IRS audits.

If they are doing that it doesn't sound very successful to me. Did you see
this from Lynn Wheeler?
"I was asked to look at medicaid "up billing" and "fraud"
estimated to be 25-30%."
I assume those numbers come from a statical analysis, drill down on several
thousand sample cases and examine the results. Of course, those are old
numbers. If the problem was fixed there should have been a huge drop in
government expenses during one or two of the intervening years. Maybe
someone could identify those years.

In the "real" world, government bodies use MS products. I don't agree with that choice, but what can I do? Anyhow, the 1.7 Gig file is tab-delineated, no Excel required, just a prog that can read that big a datafile. LibreOffice (under Windows, anyhow, I haven't tried with my Linux box) can read the XLSX files, I downloaded one to see what was in it. Note that it doesn't show "total to each doctor", though you can easily calculate that. What it shows is the average charge by each doctor by procedure, and (if I understand it correctly) the number of charges for that procedure, as compared to the average Medicare price. They seem to have even calculated standard deviations for you.

Some agencies--like many private companies--may have rules about what software may run on their PC's in order to protect against viruses/malware, use of unlicensed software, to protect confidential data, or to maintain consistency of machines for maintenance purposes.

Really ? I've seen nothing but such a demand to not use free/shareware software on government computers. I asked why ? And got some flack. I asked them if they used Internet Explorer at work ? They told me they did, and then they got upset when I reminded them that IE is free software that comes with the computers we were using. Did they want me to delete it ? They said it was authorized, and I repeated the fact thats its free software and forbidden. I was told by my boss to stop picking on the military network security people. I wasn't picking on them, I was rubbing their noses in a lie they had made. -- JimP.

What level (local, state, federal)? What branch (executive, judicial, legislative, special*)? As mentioned, the rules vary significantly from one office to the next; that is, the U.S. Department of Agriculture might have different policies than the U.S. Department of Transportation. Likewise at the state level, your State Police probably has different rules than your State Parks Commission. *Independent units like the Federal Reserve or Toll authorities have their own rules. The military, while technically part of the executive branch, often has its own rules.

Yes, because only a supplier (not the govt itself) can get something onto the Approved Products List, which takes about six months and a million dollars _regardless of what it is_. That process has to be repeated for _every_ new version, even maintenance releases. Of course, approval applies to the product itself, not the particular supplier, so supplier A can spend the six months and a million dollars to get Linux approved, and then supplier B/C/etc. can sell the same Linux at a much lower cost because they don't need to recover that massive expense. Commercial software vendors solve that problem by doing it themselves, so all of their resellers are on an even footing, but most free/open software doesn't really _have_ a vendor, so it's locked out. >>> I asked why ? Microsoft spent the six months and a million dollars to get Windows (including MSIE) on the Approved Products List. It has nothing to do with whether MSIE is billed as a separate line item or not. Personal experience. The product in question must meet TAA standards, which for software means it has to be compiled in certain countries; the supplier's own location(s) is irrelevant. Plenty of companies sell stuff to the US govt (including military) that was developed elsewhere, including my CPOE and several PPOEs.
