And since I didn't have a bank account in that town, they were going to cash them, I was making a purchase. The relative who was with me pointed out that once signed they are like money and acceptible everywhere. The manager said they were helping me trying to cause him trouble. One of the other cashiers pointed out my relative shopped there all the time. I left the merchandise on the counter and we left. It was about $5 worth, and I had used a $20 Traveler's Check. I think the law is that the original seller of the machine is responsible, no matter how many secret intermediaries are involved. It is the same thing for restricted machine tools, actual munitions, and all sorts of other things. If the item is on the restricted list, and it ends up getting diverted to somewhere else, the seller is on the hook, and the only way out is to prove it was stolen from what was otherwise a legitimate sale. So, guilty until proven innocent, kind of hard to do. Some other companies got in big trouble selling multi-axis machine tools that ended up in China. Jon

It's not absolute, but it's not good faith either; I forget the exact legal term, but IIRC it amounts to "known or should have known". For instance, if you sell supercomputers to a university for legitimate research, e.g. geological or climate modeling, but several years later they transfer them to a new department that does nuclear bomb design, you probably wouldn't be on the hook for that--unless you had a reason to suspect they'd do so. OTOH, if you sold the same supercomputers to some shady shell corporation, and they turned up in a bomb research program the next month, you're definitely going to be in serious trouble. The BXA helpfully maintains whitelists and blacklists, so the common concern is selling to someone on neither. The govt does review such buyers, especially ones buying combinations of products that indicate likely prohibited uses of what may have looked innocent in isolation, and puts them on either the whitelist or blacklist so future sellers don't have to guess. Still, most enforcement is against companies who either don't have the required export licenses (often because they don't even realize their products qualify as "munitions" in the first place) or individuals who deliberately evade their company's controls to make a big sale. Oh, I see. That must mean that the European sales people were careless or something. But if you sell gear to Company A which is a legitamate business which repackages the gear into a product. Then Company A sells the product to Shell A or another company which then sells to Shell A, how can the original company control that (assuming it's the first sale of that kind.)
