Given the number of people on the roads, solutions used in fields like aviation (e.g. thorough and recurring training and examination) are not feasible. If people survive accidents with minimal injuries, the only damage is to vehicles and property - which is good business for body shops, auto dealers, and insurance companies. And you're still not getting it. There are conditions under which it is perfectly safe to drive on an Interstate highway at 150 MPH and others under which a walking pace is too fast. Painting some number on a sign is a very naive approach to the issue, and draconian enforcement of that number does nothing on days on which that number is ten times higher than the safe speed.

I like the sound of all this talk of highway engineers setting speed limits. It certainly doesn't happen here - the speed limits are set by class of road and a few other factors (built up area with street lights and pavements 50kph, 60kph on the way out of town/village (usually no street lights), 80kph out of town road less than 7m wide, 100kph out of town road more than 7m wide, 120kph motorway and some dual carriageways. The last might be down to engineers - but I think it's purely down to standard of construction. No consideration is made for bends, dips, undulations, concealed entrances or junctions, tendency to flood (may be signed), crumbling edges (may be signed), traffic density or indeed anything else beyond painting SLOW (or in some cases SLOWER) on the road and the occasional black spot sign. That's all well and good, but the reality is that our highways are _public_ and open to wide variety of driver skill levels, and, vehicle types. So, yes, the lowest common denominator effect will apply. You might be going around a curve going 80 and come upon a person doing 45, for whatever reason. Speed advocates will argue that the person doing 45 is too slow and shouldn't be on the road, but that's not possible on a public highway. The slow pokes pay taxes, too. I wonder if there should be a special highway network restricted to, and paid for by, professional drivers. In this way, they could set their own standards. If they think 100 mph is a safe speed for heavy 53' trucks, that's their concern. But I think a lot of professional drivers won't wanna pay the bill. They start talking about how they deserve a subsidy.

The right one is local traffic and all trucks. The left is express and no trucks. It's so wonderful to drive without fighting the behemoths that I wonder why it isn't done in more places. You still would because most can't decide for themselves what is a safe speed to be driving past a school when the kids are pouring in or out, because they just aren't aware that the tunnel vision young kids have stops them being aware of traffic coming. It isnt even clear that if all those things you listed were done that most would drive at the safe speed in built up areas or on the roads that aren't full divided freeways between major towns either.

There is no one safe speed. The fatality rates go up with speeds in a continous curve. But there are other variables that are more important. Like weather, car separation, congestion, impaired drivers, anomulous drivers (like sociopaths and old geezers) and pure externalities (like adjacent schools etc). Almost all of these other factors are made a lot worse by increasing the speed, though. In Finland they have two posted speed limits on many roads, one for summer and one for winter. -- mrr

I can't recall how many times I've heard someone say they _have to_ drive home because they're too drunk to walk or take a cab. They're obviously too drunk to realize that means they're obviously far too drunk to drive as well--or that they could get arrested. Under such conditions, tough enforcement just means putting more people in jail for a few days and making them pay more fines before they get back out on the road again--and drive drunk again. The _only_ thing that helps is locking them up, but considering that the vast majority of people drive drunk at least once a year, it is simply infeasible. I saw a bumper sticker recently that's become one of my favourites:

Sometimes, though, you can play off the traffic in the adjacent lane
and not give people behind you a chance to fill that space. Mind you,
then they'll glue themselves to _your_ rear bumper, but at least you
have a buffer in front. My policy in such a case is that if traffic
ahead is slowing I'll give a quick shot of brakes to scare the guy
behind me, then ease off and use some of that space in front of me
to keep him from from running into me.

Although I'm all for the Christmas roadblocks and such, things are
starting to get silly around here, in that they're starting to go
after the pub owners or party hosts for serving the drivers drinks
in the first place. I guess taking responsibility for your own
actions is passe...
