The problem at that time was that those countries were in deep trouble and the governments were dysfunctional (far worse than anything we could imagine in this country). That made a strong candidate far more attractive. The fascists used violence to quiet opposing points of view, including newspapers. The government in those countries was too weak to provide safety.
