In theory, ambassadors are chosen for foreign policy knowledge and
diplomatic skills.
In practice, it is a reward for big campaign contributors, so you will
find equally incompetent ones in our embassies all over the world,
regardless of which last party appointed them.
If you want people who actually know policy, look to the staffers who
"brief" them before meetings, i.e. give them the State Dept's script
reflecting the current President's policy.
