During the Industrial Revolution, millions of farmers moved to the cities to get factory jobs, millions more lost their farms due to land speculation during the Roaring Twenties, and after the Crash, the few left were suddenly without a market to sell their crops to, so they cut back to growing only what they needed to feed themselves. It took govt action to solve this gridlock, primarily by issuing food stamps to the public. Farmers started making food again to collect these stamps, which they redeemed them to buy idle farms around them, and production quickly ramped back up to normal levels. When the public saw how well that worked, i.e. they were no longer starving to death, they welcomed govt assistance in other areas, some of which turned out to be a good idea and some not. Also, keep in mind that most of those former farmers were armed, and starving people with guns is a recipe for revolution--and in that era, it would've been a communist one. Regardless of one's opinion of the New Deal and its legacy, it was clearly better than that alternative. IIRC, I think there was actually a surplus of food, driving the price way down. the government began to pay farmers _not_ to grow certain foods to cut back on the surplus and raise farm income. The farm lobby built up quite a romance of farming, but I think in reality a lot of farmers were incompetent and wasteful. Remember there's stuff that just plain won't grow in the US or if it does, grows poorly--bananans and coffee are two examples. As of 2013 the US was a net exporter of food. Don't know if that's changed. Yes, education (and industrialization) was a big part of how farmers were able to ramp production back up despite being far fewer in number. Lots of people did die from lack of food, shelter, or medical care in the Depression. No, there wasn't piles of bodies in the streets, but the deaths were still there. Far more people were malnourished and had subsequent health problems. The military found many of its recurits in poor physical condition as a result of being malnourished. Churches and social organizations were totally overwhelmed by the demand for food. Lots of people most certainly did not want a handout, but they did want a job that was enough to sustain their family, and such jobs simply weren't available. Perhaps people didn't feel entitled, but they began to get quite resentful that they couldn't get a job, any job, to support their families. If it wasn't for the New Deal, that anger would've led to revolution. (Not that the New Deal ended the Depression or materially eased suffering. But it was a help, and more importantly, it gave people a sense that someone did give a damn about their plight.)

The military is _by far_ the next biggest chunk of federal spending; other social programs are negligible, and even completely eliminating them all would not materially affect the budget (or the deficit).
