In the second case, HongKong didn't incarcerate millions for the "crime" of being poor.

When the Supreme Court says that what you want to do violates the constitution, you can't put a bomb under it with legislation, you have to amend the Constitution and that isn't going to happen. Those who couldn't work were provided for by their children etc. HongKong did have a very minimal level of social programs, particularly for the elderly who could no longer work and who had no one to provide them with food or a place to live, but it was very minimal indeed, nothing like that would be considered acceptable in the west. Worse than the workhouses seen in the west in many ways, but they didn't have to work. And that is essentially what all those economic refugees and 'asylum seekers' are doing right now, heading off to places like the US and the EU because they perceive that things will be better for them there than where they are coming from. Same thing happened in the 19th century too with hordes choosing to leave europe for the US because they decided that their prospects would be better in the US. Many of them were right. Plenty of them discovered that they were wrong and quite a few of them just killed themselves in the US when they discovered that their prospects were in fact worse in the US than where they came from and that there was no social policy at all and it was make a go of it or starve. Clearly quite a bit of the south particularly decided that it was quite possible to supervise them adequately to ensure that the roads were done effectively. There are still convict constructed roads and buildings that are still doing fine today in Australia. For the most part those construction jobs require expensive equipment and skilled workers, and most of them already have jobs. Does it really count as "skilled" labor if any mook can learn it in under an hour? The equipment itself is a bigger issue, but I see stuff languishing all over town in rental lots and contractors' yards, so it's not like we face a shortage. If a massive increase in funding did create such a shortage, though, that'd indirectly create even more jobs! You can hire a digger and drive it yourself, and you will get basic instruction, or you can hire a digger and driver to do the job. Unless you are skilled with the digger you will get the job done quicker, better and cheaper by hiring the digger and driver. Manufacturing has never been a very big part of the workforce and it is never going to be in the west again, essentially because labor costs in the west will always be much higher than anywhere else. It makes a lot more sense to invest in other areas like the maintenance of the highway and road infrastructure which can't be exported to low labor cost countries.
