And few schools were in that situation. And in the very early 50s when the duck and cover campaign started, the USSR couldn't deliver very many nukes to the US anyway.

Florida, Virginia, Louisiana, California they were one story-- there was an Episcopal parochial school that was multiple story but it was so dilapidated I suspect a good kick in the right spot would have brought the whole edifice down.

In contrast, most middle and high schools are two stories, and some of the latter are three, but I've never seen more than that. Some parts of schools don't lend themselves to stacking, e.g. gyms and theaters, so the cost:benefit ratio of going vertical turns bad after the classrooms are stacked once or maybe twice--especially if land is relatively cheap, as it is in most of the US. Our elementary schools didn't have real theaters*, and the gyms were a much later addition; originally, P.E. was held outdoors in good weather and in the cafeteria in bad weather, like recess. I attended grade school in Surrey, British Columbia, Canada.
My first school did not have a gymnasium. The closest it had was
a one-story assembly area. All the others each had a gym, and each
gym was high-ceilinged.
Why high-ceilinged? Benefitting from it was:
- some equipment (ropes, rings, and some folded-into-wall exercise
equipment with ladders and ropes)
- some games (such as badminton, volleyball, basketball)
- stage (Each of those "gymmed" schools did have a stage.)

Prince Charles Elementary
William Beagle Jr. Sec. (might be an elementary now)
West Whalley Jr. Sec.
Queen Elizabeth Sr. Sec.
Lord Tweedsmuir Sr. Sec. (now an elementary school last I
checked)
Late in my Grade 11 year, my dad remarried and we moved. We
lived about 2 1/2 blocks from Latimer Road Elementary. My stepsister
attended it.

We moved from Burnaby out to the country when I was halfway through grade 4, and lived on Fraser Highway just on the Surrey side of the Langley border. After Latimer Road I went to Cloverdale Jr. Sec. (it's still there but is something else now), and then to Tweedie for high school, graduating in 1968. ObComputing: At the age of 15, while visiting an uncle, I saw a big binder in his study labeled UNIVAC. I took it down and started reading about how to wire plugboards for the 1004, one of which was in his office. He took me in and I had a chance to play with it. What address? I lived at 6257 192 St. (since torn down from the
looks of Google Map). It was 1 1/2 blocks south of Fraser Hwy and
four blocks into Surrey.

Edmonton, Alberta is a Canadian city, currently of about one million people. When I originally came there and attended school there, it was a city of about 500,000. Every school I remember attending there had at least two stories. Since land in Edmonton, while expensive compared to depressed parts of the country, say, Halifax, is nowhere near as expensive as in Vancouver, let alone New York City, this makes me surprised to read your post. My secondary school was >four floors. We (.no) have multi-floor schools as the norm; usually 3 or 4. They often take sub-optimal lots; often built in hills and with not so great a view. The public pays for the education, not for the view. My primary school was a new build in 1964; fancy architecture and single floor layout, except it got two floors on around half the area because it was built in a hill. It takes up a good bit if land, and this has led to the municipality abandoning this design. -- mrr
