In california, all that is necessary is a recent smog certificate and that only if the sale is to an in-state buyer.

Until WW II, most public transit (bus and rail) were private companies. However, after the war, changing demographics, suburban flight, and other factors made the businesses uneconomical. Many marginal services were shut down. Other services were deemed critical and the eventually the government got involved to save them. Originally, key routes were subsidized, then the govt mostly bought out the private carriers. Today, very roughly, fares pay about half the direct cost, and all capital costs have to be subsidized. (There's a lot of variation). If anyone cares, I'll dig up the link for SEPTA, which posts a route by route breakdown, for all modes, of revenue/cost ratios.

The problem is -- if I come up with a progressive plan: "Okay -- let's have a plan to help low-income workers get a mixture of zero-interest loans, and grants to help them stay mobile, so they can be productive" the "hanging from lampost" idiots will scream bloody murder about Personal Responsibility. The short answer is: The Conservative movement just wants all the undesirables to sit quietly in their slums and die. Sixteen years ago, this bothered me enough that I upped stumps and told the US that it could just go to hell in its own handbasket, but I'm not interested in being there when it happens. Since then, two nuclear families of my extended family, and one former business partner have joined me.

The survival rate (source: small business adminstration 2014 FAQ) for all small businesses (defined as 500 or fewer employees): 50 per cent fail within five years. Someone I knew wanted to be in business for himself. He scrimped to save up money to rent a store. Problem was that there was a fraud scam in the rental, and he had no store. When he reported the fraud, there was no one to investigate it since the budget was cut so much to save on taxes and reduce the size of evil incompetent big government.

I suspect there was a time when this was true -- when any man with a strong back (or mind) and a desire to do whatever it took to make ends meet could at least stave off starvation. Some statistics that came across my desk the other day about work in the US: 17,000,000 the number of willing-to-work people who have either no work, or are 'seriously underemployed' (making less than 30% of their highest wage). 2,900,000 the number of open postings that pay minimum wage. 2,100,000 the number of open postings that pay more than minimum wage. Seventeen million workers chasing two million jobs is not a recipe for pulling oneself up by ones bootstraps.
