Like I said, _if_ you get stopped. You may go a year or more without getting stopped but eventually you'll do _something_ to draw a cop's attention to the point that he runs your plate.

There's no auto inspections where I am, but there seem to be very few accidents due to defective equipment, it's almost always a defective driver instead. Part of the problem is route planning--there may be 15 minute service at a stop an hour and half walk from the job but one bus a day at the stop that is 10 minutes away. Unfortunately it's not practical to run buses from everywhere to everywhere.

Most places in the world (except the US), you find neighborhoods with mixed-use housing, groceries, shops, doctors and dentists, and accountancies and ad agencies and even light industrial. (There are a few cities in the US with such mixed-use, but they are exceptions.) When I lived in Mtn. View, it was over a mile to the nearest store that sold bread and milk. This was not an accident -- cities purposefully implemented planning codes and zoning that PROHIBITS a corner-store from opening in a residential neighborhood. You are prohibited by law from having a bookkeeppers office near where you live. When I moved to Guadalajara, there was no place in the entire city were you were more than a block from a store that sold milk and tortillas (and probably bread). At my last apartment, there was - in the block I lived in - several apartment buildings, two different auto garages, a small print-shop, two different 'corner shops' and a florist. --NK1G

When I lived in Amsterdam there were several supermarkets in easy walking distance of anywhere, as well as a scattering of other businesses (yes including coffee shops and brothels -they're not just in the tourist zone but they're much more discreet outside it). Most cities are not quite as dense as that, but being in walking distance of shops is a feature I expect of cities. From what I've seen of the US this is only true in areas considered 'down town'. Anyway, while some Americans are seeking more high density housing and young people are gentrifying cities, the majority of people still want the suburban single house "American Dream". A key motivating factor is after kids are ready for school, and then parents demand a good quality school system, which is often not available in an old city. Many cities are becomming rich and poor only, with no middle class. The poor send their kids to public school and the rich use private schools.

So the appropriate strategy would surely be to start on a long term
solution today ("the best time to plant a tree is twenty years ago, the
next best is now") *and* institute short term remedies for immediate
relief making them dependent on the absence of the long term solution in
each case.
