OK,  you've got $500 a month plus $189 in food stamps.  Your job is 25 
miles from where you live and there is no public transportation.  It's 
New England in the winter and utilities are not included in your housing 
payment.  Let's see you budget your way out of that.

	So here you are running a tight budget with very little headroom,
when your car blows a head gasket landing you with an expensive repair bill
that must be paid right now, and extra costs for the transportation you
*must* have in order not to lose your job. You have been very good, and you
have managed to save a contingency fund (perhaps in the form of credit) but
it isn't *quite* enough for the expense you could *not* predict. Just as
you're reeling from this your employer is having troubles and cuts salaries
by 15% across the board. Then the local government doubles property taxes
and demands immediate payment. To cap it all storm damage takes half the
roof off your house and the insurance company refuses to pay up on a
technicality (they're good at finding those). None of these are
particularly unlikely events - all at once is just bad luck.

	How's your budget holding up now ? It's really easy to run a budget
when you have a decent expendable income, not so much when the expendable
income looks more like a child's pocket money but even with good contigeny
planning a bad enough streak can clean you out. Then the bank adds insult
to injury with those non-payment charges - of course if your judgement is
correct this is a minor problem compared with the jail sentence for fraud
you seem to think is justfiable.

Why are "you" running a car when you can't afford one? When I started work,
I couldn't afford a car. So I lived close to work, on a public transport
route. I couldn't afford somewhere nice to live in that area, so it was
a shithole. Them's the breaks.

	That's the point - 'you' can afford one you can even handle some
contigencies. But when the shite coming down exceeds your contignency
(which can always happen unless you are rich) then you are SOL. The bigger
your expendable income the bigger a contigency fund you can have, but
nobody has an infinite one. If your contingency has never been blown then
you have been lucky or you are rich.

Sounds like you've been there.  Or at least can understand the 
situation.

But having savings is in and of itself a luxury for some people.  There 
are folks who have to choose whether they're going to do without heat, 
lights, or food in any given month.  A further complication is that if 
they decide to do without heat or lights then they're actually without 
for several months because the turn-off and turn-on fees are as much as 
the monthly bill.

	Yes there are - or at least they have to minimise all three usually
by part paying bills and eating badly. Most houses here have some form of
solid fuel heating available, I have friends who collect scrap wood from
anyone willing to give it away.

	Thankfully on this side of the pond that tends not to be the case,
and the utility companies try very hard not to cut people off - part

Not really.  It's just "anticipation."  i did this for years.  If it takes
a three days for a check to get there in the mail, and a day or so to
clear, you should have plenty of time.  For years I have had overdraft
protection on my checking account, although I haven't needed it lately. 
The bank pays an overdraft of up to $2000, no fee and a reasonable daily
interest rate, so I might pay 75ยข for a few days overdraft.  Unfortunately
this is probably not available to the people who really need it.

it's even more devious than that ... A BigBank in California got caught
with exactly the following algorithm:

John Doe has $800 in his account, and all in one day he makes a deposit
of $500 and writes checks for $50, $85, $125, $300 and $500.

It turns out, the bank would 'flag' accounts of customers with a history
of living on the edge, and would purposefully batch their drafts and
attempt to settle them in reverse order of magnitude.  So, your $500 and
$300 draft clears, and then the $125, $85, and $50 drafts bounce,
generating about US$100 in penalties for each one. Only AFTER all those
fees had accumulated, would your $500 deposit be settled, leaving you
sixty dollars in the hole.

This wasn't a fluke or accident or confluence of bad luck -- it was a
PURPOSEFUL plan to extract money.  And that it was specifically
targetted at those least in a position to absorb such a loss is
unconscionable.

I think that was about the time I lost all faith in Libertarianism.

Check out Naational Irish Bank, some years ago, investigated by Charlie Bird, 
and others. If you had any problem, they took money out of your account, if
you  made an objection, you had to clear your account, immediatly.

The US would have that. Around here (Scandinavia) we industrialised 
later. It was in the 1890s that this took off. My own grandfather, who
lived from 1885 till 1975, was very clear about what was the greatest
changes and when they happened in his life. When he grew up the society
and available technology to the people was not much different from 1814; 
the end of the revolutions. 

Come 1910 they had electricity (expensive, and only in selected places, 
but still) and they had some lorries and tractors. This took away the worst; namely
all the back-breaking work. This was largely gone by 1925. 

In college we had an essay from a leading newspaper that a person could
make a living from owning and operating an electric motor. Which was
true then. 

Then he mentioned telecommunications, in all forms, from the telegraph
(which only reached ordinary people affordably ca 1900) via radio to the
telephone. The rescue of "Trym" in 1937 was the first cliffhanger, where
the radio reported live from the rescuing ship. Trym was a large
cargo steamer that had lost engine power in a bad winter storm in
the North Sea. They made around dozen  attempts to send a line over, 
all failed; they got the second lifeboat on the water(the first one broke
into pieces in the weather)  with a rescue team, and barely was able 
to rescue 5. The remaining ones were hoisted over when they finally
got a line across, via a rescued sailor from Trym that had a line on
him when he swam for it to the rescue lifeboat.

The drama lasted for a day and a half, and all ended well; except that
trym sank a few hours after the captain left as the last one. The live
reporting was a first, probably an early one world wide. A decade earlier
you read about such stuff in the newpaper a few days later.

The only incident that could come close in intensity was the Apollo 13
mission. 

And then he mentionted colours. Anilin based ones came in wide use in
the mid 1930s, and made the world a lot livelier place.

From 1945 on we have just had more of the same.
