There were people who cheated. There is an eductional film done back then about how bad it was to be involved in the black market. Indeed, I believe his well known first volume also touches on the issue. Sociologist studies of the Willow Run bomber plant cover a lot of these issues. They describe the problems of locating the plant in the first place and providing housing for the workers. The Army had certain criteria in mind to locate a war plant, but local interests pushed hard for their own agenda, including using Congressmen to push for them. Also, the books on Willow Run describe the slackers who worked at the plant. In some parts of the U.S., maintaining strict racial segregation took top priority over war needs. This got those areas some lousy publicity, but they remained determined to maintain racial control. A bio on James Byrnes covers a lot of this "Sly & Able A political biography of James Byrnes". excellent book. The Philadelphia transit workers were all white at the time. They went on strike--disrupting war production--to protest the hiring of black workers. There were a number of strikes during the war, a few may have been justified, but many were the workers just being selfish. "Industrialists in Olive Drab The Emergency Operation of Private Industries During World War II", a 400 page book, covers how the government had to intervene in the private sector on account of labor disputes. It's downloadable free from the army history site (Center for Military History). A memoir by General Marshall's wife touches on the numerous frivolous requests for special treatment or exemption by servicemen or their families. I believe Army Secretary Henry Stimson's memoir also covered the nuisance of special requests. A history of the construction of the Pentagon building reports on various congressmen demanding certain concessions for builders in their own district. Such builders got fees and formal credit despite contributing very little to the project. I will note that those young men who did get a draft deferment didn't have an easy time of it during the war years--they were often challenged with a hostile "why aren't you in uniform?" There were some guys who sought their own doctor's note to get them 4-F status. But, to be sure, there were other guys who were rejected by the army as 4-F, and sought their own doctor's note to be accepted. The above refers to the home front. But what about combat? Did General Patton needlessly risk his men too much to feed his ego (as the movie suggests)? Or, was his boldness in the end a way to save men, as his supporters suggest?

Another good book on WW II profiteering is McCullough's biography of Truman. He has a section on the Truman committee that sought out war screwups, and the committee found plenty. Bad steel went into ships that literally fell apart, for instance. There was a LIFE magazine article about decrepit construction of new defense housing. Hollywood tended to avoid these issues in its films so as to maintain positive morale and not encourage bad practices. Indeed, the typical film formula was to show someone being discouraged and contemplating shirking their duty, but then being inspired and realizing what they had to do for the good of all. Indeed, there was a comedy "The More the Merrier" that showed life in a badly overcrowded boarding house and bottlenecks in production, but in the end everyone pulled together and made do and got things accomplished. Even after the war the popular press tended to minimize those issues. The more scholarly or ponderous studies would cover them. I recall one postwar book explaining strikes in a way that made it a miniscule percentage, though it was more of a problem than that.

While the Hays Code era had some positive aspects - it avoided the bad practise seen today of films gratuitously throwing in objectionable material in order to get a PG-13 rating and avoid the deadly G rating, so that films that were not for little kids were accessible to more intelligent older children - the Hays Code wasn't just about sex, gore, and drugs. It also prohibited films from addressing forthrightly issues that desperately *needed* to be addressed by the mass media, such as racial discrimination, or the struggle for collective bargaining rights. At least in that era, music wasn't so tightly restricted, so one had songs like "Sixteen Tons" and "Strange Fruit", although I don't think the latter would have gotten airplay back then. John Savard

That is, the bad guys had to "get it" in the end, unless they somehow redeemed themselves. I remember an enjoyable 1930 film, made before the code, where a woman ran a gambling ring. At the end she outsmarted the cops and other criminals, and was shown enjoying her money and fun in her secret casino. That kind of thing was outlawed. By the way, 'bad guy' includes moral violations, not just criminal act. Warner Bros wanted make an anti-Nazi film but wasn't allowed to unless very late in the 1930s. However, it must be said in one sense the audiences _liked_ the Hollywood formula films of the 1930s and 1940s. Even though the endings were generally predictable, people were happy that the good guys won and the bad guys didn't. A book on the film Casablanca includes copies of memos back and forth to the Hays/Breen office on moral conduct of the film. Those censors were really strict. Of course, the TV networks and studios were pretty strict, too, in the 1960s. It's hard to believe, but the Mary Tyler Moore show originally frightened executives as just the idea of a single young woman on her own was scandalous. Anyone who remembers the show knows that in its early years it was very tame. After tv codes had ben lessened to more normality, Johnny Carson mentioned on The Tonight Show that back in the 1950s they were required to say 'she is with child' instread of 'she is pregnant'... even when a pregnant woman came on the show to talk about a movie or book she was promoting. And Barbara Eden, I Dream of Jeannie, had to cover her belly button because otherwise the censors would have fits. -- JimP.

Mrs. Mick is shopping and meets Pat, who had a sack over his shoulder. "Whats in the sack, Pat?" He shows her, a side of bacon. "I'll give it to you, if you give me a kiss" (This may have been a eupherism) Mrs. Mick sells on the side of bacon, in case her husband is suspicious. In the evening, Mick arrives home, tea goes by in silence, finally he says "I got Pat to smuggle out a side of bacon. did he bring it here?" -- greymaus . . ...

Their lifespan wasn't long if the Uboats came along, but an endless supply of them was needed to get that endless supply of supplies to the UK.
