The proposals I was criticizing were those let an individual control his investments, as is done currently with 401Ks. Where the SS fund itself puts *its* money is a different issue. The payout is established by governmental action, not return on investment. In fact, I don't have any thoughts on where the fund should be invested - if anywhere. Money is money, the fund has been a fiction since LBJ. Why go through this cute little dance, just use the money for government operations? I am trying to avoid the possibility of ending up with a ton of guys like you, smart money guys, who end up with no money at all. Like before SS. I think you personally will muddle through, but you probably get my point anyway. I predict you will get smarter as you get older and will thus have a second chance. <snip>

The exact limits are debatable; my general intent was to include all US public debt, including from state and local govts, rather than just the federal govt. I might be convinced that low-risk foreign debt would be acceptable, but maybe not. Because that 1% is certain. Who wants to retire on their lottery earnings? Most 401Ks are funds only. That kind of return on a 401K is outside my experience. For heaven's sake don't turn SS into a 401-K, I don't think most people are knowledgeable enough to make good investment choices, especially not the lower-income people who depend mostly on SS. The Wall Street types would love to get their hands on these people's money. No it's more like one car problem away from having to sell/scrap a non-runner and buy a clunker, unless of course the troubled car is still subject to finance in which case it's, declare it off road, keep up the payments and buy a clunker. There's always a way, many years ago I knew someone who never payed more than fifty pounds for a car (bottom end clunker price), he'd drive it until it broke (or needed taxing), park it where it would be stolen (no he didn't bother to claim on insurance), or if he had to call someone to take it away as scrap and buy another one. Plus a tiny infusion of age adjustment. I would expect a new wave of imagination in awarding bonuses instead of salary increases. Remember that FICA is a separate line item and is not a function of marital status or some other dodge. The self employment tax rate is 15.3%.

If you raise the income limit and don't raise the top benefit people will see the system less as an insurance system (which is the way it was sold originally) and more of a welfare system. This would decrease the support for SS and lead to other programs down the road. At least raising the retirement age has some logic that could be used to sell it, since fewer people are dying in their 60s and more in their 80s these days. -- Pete

Every dollar of additional "covered wages" increases your retirement benefits--by less than the increased payroll tax revenue. This is automatic and has been the case every time the cap has been increased. All we're talking about here is raising the cap (much) faster than inflation; the end result would not change. If we're not willing to cut those benefits--which is political suicide--then we have to raise the revenues from people currently under 67. For instance, Congress keeps many defense programs alive, even though the Pentagon wants them killed, to protect jobs in their districts; that alone costs us hundreds of billions per year.
