In reality, the federal funds rate follows the open-market bond rates; if the two diverge by more than 1-2% (in either direction), it opens the system to arbitrage and the entire banking system would implode. And the retailer pays 3%, or up to 7 if they have had customer protests
against their withdrawals they haven't reimbursed the same day.

Whatever. My point was that I can see only two reasons for such a high
rate; a ridiculously low threshold for issuing a card or a monopoly running
rampant. On any given day, there are only a few tens of thousands of new
people eligible to get a card. It seems we ought to be able to isolate the
bad guys quickly and get them to hell out of the herd. But after all these
years[1] it is *still* a sky high rate. WTF?
There are only three players, Visa, Master Card and American Express. Can't
some determined guy (like a state Attorney General), prove collusion and get
rid of this problem? The federal government seems to have a *long term*
bias to simply look the other way if no lives are lost.

[1]. I started getting promos for gas cards in the 1950s. Perhaps actual
cards, I can't remember. I do remember getting an actual Discover card in
the mail but that was later on.

There are _lots_ of players. Visa & MC are franchise operations, the
issuing banks set the rates. I believe AE is more or less monolithic,
as is Discover.

American Express is split - there are direct-issued AMEX charge and credit cards (I think most direct-issue AMEX cards are charge cards, not revolving credit), and there are bank-issued AMEX credit cards. investments (like large pension funds, claim is it accounts for 30% loss
in funds and trillions shortfall for pensions), largely enabling being
able to do over $27T 2001-2008

The FEDs fought long, hard, legal battle to prevent public disclosure of

loosing the legal battle, Bernanke has press conference where he said

because he was depression scholar. However, the Fed had tried something
similar after the crash of 29 and wall street had behaved the same way

There have been some massive changes in tax law during the last 10-20 years, and the hedge fund guys came out as big winners. Note that "massive changes" do not require a lot of words to put them into effect it could be a simple paragraph somewhere. I don't know how the proceeds that trickle down to the actual money people are taxed but the *managers* are in nirvana.

But in the mean time, salaries of the corporate officers zoomed upward and stock prices did, too. It was one thing when a company was doing badly and _all_ the stakeholders had to take cuts to keep it going--the CEO and his people taking big pay cuts and loss of perks, dividend suspected, even bond interest payments deferred. But that was then; now all those people are tightly protected while the workers get screwed. As mentioned before--in the same day's paper, there was an article about American Airlines reporting record profits, and another article of American Airlines begging the courts to let it curtain its pensions. doesn't anyone see a problem with that?

Not when it can produce the result GM got so recently. The international airline industry is MUCH more competitive than the car industry has ever been, essentially because there are so many countries which keep running their national airline at a loss until it goes bust completely.
