The USSR was, in practice. The physical transport was not forced through
Moscow except that all rail does in practice terminate there. There are
bypassing lines, but all the big yards are in the 100km zone outside
Moscow, or on the radials going in or out.

The most efficient way to manufacture most things is to make them in
one spot and then ship the final product through Moscow.

ALL the Politburo does is SET POLICY.

Individual Politburo members don’t personally run anything.

The US and Russia are about the same size in terms of geographic
footprint of the economy, and also topologically similar.

The US has four main railways to the west coast, and there are north-south
lines, two main ones on the west coast, and one for every or other
set of states going east. Chicago-New Orleans is a main one, and there are
at least two main ones east and west of this. The interstate system is
even more fine grained.

The idea of shipping everything through Chicago did have some favor for
a while, but sense prevailed. 

China also does not have such a hub. There are at least four, all 
located a few hundred kilometers inland, along the main north-south
arteries. 

Of other, largish countries I can think only of France. OK, Britain
has London, but there are a large number of bypass lines and roads.

And we have Norway, but this Oslo-centrism is just a function of the
geography, having a large number of valleys that point in that 
general direction.

The polit bureu went powerless when the Communists were ousted from
power, soon 25 years ago.

The oligarks aren't reporting anywhere, except to the owners of their
companies, which are often themselves, as well as standard economic
reporting.

Putin has reined them in somewhat, and demand loyalty to himself
politically. But financially they are still pretty free-roaming.

Control of Moscow, and communications, meant that the Communists won
the civil war, and the Soviets the World war. Stalingrad was important
as well, but they bypassed that when the Germans captured most of it.

In fact in western europe the socialist countries
not only quite a bit they also deliver that with their
universal national health care funding systems and
quite generous welfare systems. In spades with
places like Norway which not only have that stuff
but went much further and had the government
run the entire oil and gas system and do that so
well that they have delivered a hell of a result
for the population because they chose to do it
the socialist way. So well that even when the
current more right wing govt was elected they
didn’t even propose to dismantle that and sell it
off because the voters would not have bought that.

Not with a decent modern universal
health care funding system they haven't.
It costs TWICE what anyone else has to
pay and gets a worse result on any useful
measure like infant mortality, lifespan or

congress allowed the fiscal responsibility act (required spending
couldn't exceed tax revenue) to expire in 2002.

2010 CBO did an analysis since the act expired, tax revenue was cut by

... but not DOD. There was some speculation that DOD might have passed a
financial audit in 2017, but there is increasing doubts that will

The first major bill after the fiscal responsibility act was allowed to
expire, was medicare part-d. CBS 60mins did an expose of the 18
repulicans & staff responsible for shepherding the bill. At the last
minute they insert a one line sentence that prevents competitive bidding
and prevent CBO from distributing a report analysing the effects of the
change. CBS 60mins show identical drugs under part-D and competitive
bidding that are 1/3rd the cost (of those under part-D). After it
passes, all 18 have resigned and are on drug industry payroll.

evasion. Spring of 2009, IRS says that it is going after $400B in taxes

One of the growing federal budget items is the interest paid on the

act. As a gift to "too big to fail", Federal Reserve would provide tens
of trillions in ZIRP funds, the "too big to fail" could then turn around
and buy treasuries (federal debt) getting an "easy" $300B/year.

There is an estimate that the "too big to fail" have been fined an
aggregate of $300B since 2008 for their illegal activity .... but
besides the enormous profits on illegal activity, it is more than offset
by the $300B/annum they can make with ZIRP funds off federal debt.

The one which really disgusts me is the one which provided
extraordinay medical insurance.  It was repealed because of AARP's
lobbying.  My mother wanted that insurance.  It would have cost her
$300/year but AARP told its members that it would be too expensive.
I never did understand why AARP was against something sensible.

money to scoop industries up when the Russian state privatized them. 
The nomenklatura (which literally translates as "list of names") were 
the Politboro's underlings, top-level managers and "civil servants"

The politburo decided policy, and they appointed the nomenklatura to
implement it.  The names of the latter were generally irrelevant since
they had no power to make policy; questioning their patron meant being
replaced and sent to a gulag (or simply executed) as a dissident.

Unless I'm really misunderstanding the word, though, the politburo were
the real oligarchs, and the nomenklatura were just the bureaucrats.

Many of the former nomenklatura became today's oligarchs/plutarchs,
though, which might confuse the issue.

way to move things, but more generally, it was just the standard
inefficiency that comes with any centralized bureaucracy.

     The star topology is all-too-common.  I see it in transit systems
where to get from suburb A to suburb B, one has to go through the
downtown area even if A and B are adjacent.

	When we did metric spaces in maths one example we were given was
the "British Rail" metric - take any metric space and you can construct
another by picking a point in it (call it London) and defining BRdistance(A,
B) defined to be distance(A, London) + distance(London, B).

There just isnt anyone. Even Washington had just
been a military commander.
