I think of these as wolf packs and drive between each wolf pack. Unfortunately, I-94 is one continuous wolf pack. another big pile up happened last week. Last year one of vehicles involved in a pile up was a semi truck carrying fireworks. /BAH

If that's a bad option, enforce safe driving in conditions of restricted visibility consistently and severely enough so that it _stops_ being a bad option, because you won't have to worry about being rear-ended by someone driving too fast for the conditions... because there are no people like that on the roads any more. That last is a complete fantasy. It's never going to be possible to ensure that no one will ever be going faster than is safe when they can't see any cops policing the limit. Even with fully automated interstates where you have fucking great signs telling you what the speed limit is based on the driving conditions and cameras that book everyone who is exceeding that speed, even that wouldn't completely eliminate anyone exceeding the safe speed. There will always be some too drunk, stoned or tired to have noticed the dramatically lower speed limit when they are concentrating on avoiding hitting other cars when they can see fuck all because of the conditions like fog, blizzard or a mega downpour/hail storm etc. I've been in a few where you are lucky to be able to see where the fucking road is, let alone other cars.

Many of the very big pile-ups involve alternating pockets of good and poor visibility. People speed up when it seems clear and then abruptly slow when the fog/rain/snow closes in, and then are rammed by the vehicle behind...

Several times, I've been driving at an appropriate speed for light fog or rain with visibility of a quarter mile or more, and within one or two _seconds_ the visibility dropped to _zero_. All you can do is slam on the brakes and pray that people behind you do so as well. But nobody ever does that. So following too close _is_ also a cause. But in this case, I have to admit that tougher enforcement would face a very steep uphill battle. Mandatory fitting of anti-tailgating radar into all cars is probably what it would take.
