As mentioned, I have photos of commuter trains of 1975, and many of the men passengers are wearing hats. Until about 1970, an adult man almost always had a hat on outside the house. Working men would often wear a battered hat unless they wore a hard hat. The applications I saw in use in that era in business were specialty things, such as special statistical report or some sort of calculation for a financial report. In those areas timesharing could beat a desk calculator. Small businesses, such as an insurance agency, certainly could've used a computer to help with the numerous clerical tasks, but back then they were just too expensive compared to a clerk with an adding machine. Payroll, even for businesses with just a handful of employees, was a real pain, but service companies (such as ADP founded by Lautenberg) filled the need. They had the economies of scale to justify user a real computer. Growing up, the parents of a a friend of mine owned an insurance agency. In the evening, the mother would be pouring over ledgers and journals, adding up stuff on the adding machine. Tons of handwritten records, in tiny lettering. Years ago, a small business would have an accounting department with a battery of clerks and adding machines handling payroll, accounts payable, accounts receivable, general ledger, etc. Ironically, despite computers today, such businesses _still_ need a battery of clerks since stuff has grown so much more complicated today.

My first job was programming in a small service bureau. In addition to programming staff we also had keypunchers to convert customers' documents into machine-reabable form, operators to run the machines and prepare the output (e.g. by bursting and binding reports), and delivery people to pick up documents from customers and return the results. I submit that it's not so much despite computers, but because of them. Systems in the pre-computer days had to be kept simple in order to be usable at all. Even early computers, with their limited capabilities, required systems to be simple, straightforward, and consistent.
