Based on submarines that can stay at least a months submerged in stealth mode. (Very marginal for India, but still on the table). In 1970 Israel had five WWII vintage British submarines, none of which had the range to operate off the US coast and none of which had any kind of missile capability. Between 1975 and 1977 they bought three additional new German subs which for a while had a limited antiaircraft missile capability but no antisurface missile capability until the mid-80s when they were equipped to launch the US- made Harpoon, a short-ranged US-made antiship missile. The first submarines in the Israeli inventory that were actually equipped to carry nuclear armed missiles were the Dolphins, of which there are now 3, the first launched in 1999. As for Israeli nuclear capability, their nuclear development is widely believed to have been tied into the South African nuclear program, which may have never successfully tested a weapon or may have tested one in 1979, and which does not claim to have produced a deliverable weapon until 1982. If the attacker's level of tech surpasses that of Hamas, we'd probably be in trouble.

But the GAO concluded that Patriot missiles destroyed only 9% of the Scuds they tried to engage. The IDF's calculation was 2%. And Scuds are by all accounts pretty crappy missiles.

Which actually lead to overestimation, since many of them broke up spontaneously on re-entry.

And Patriot was never intended to shoot down missiles to begin with, so if it got _any_ it was doing well.

Of course India and China might regard it as trimming the population to a reasonable level.

You only need ICBMs if you need delivery in a half hour. There are a lot of other ways to deliver a package (if you haven't pre-positioned it already). And a lot of places to stash it until you're ready to call DHL.
