The report was addressing a specific problem with some of the leading joblessness indicators -- there are classes of people who count as 'employed', even though they are functionally unemployed. I genuinely believe -- we are rapidly approaching the point where the number of "jobs that can be filled by people" will be a minuscule fraction of the population (on every single level: subnational, national and supranational). For the last hundred years, the vast majority of people "go do some kind of work, get money, trade money for goods and services". How do we solve that equation when there is no work to be had? One way to look at the "prepper" movement is as a group who believe the solution is to fall back to an agrarian (but heavily armed) society. A cure that is even bleaker than the disease, in my eyes. CGP Grey has a great video on the topic on youtube "Humans Need Not Apply", which I recommend highly - it's only about 15 minutes. People like Mr. Blake seem to have this irrational belief that if you're not smart or strong or lucky enough to be in a position to create your own wealth that its your own problem, and none of his concern. My response to that is: Hungry dogs bite.

This might be very difficult to do (designed economic systems do not have a good history of success). One approach to getting one *might* be to specify and enforce maximum working hours then gradually reduce them (while protecting income - tricky that bit) thus forcing employers to employ more people for less time (or become more efficient, or do less). If it could be kept down to drink, gamble and take drugs I see no real problem. This shouldn't be too unreasonable given that most petty crime is down to not being able to afford things. Some will volunteer, compose music and art or do other worthwhile things (like help those who do too much drinking, gambling and taking drugs) - some of these may also spend some of their time drinking, gambling and taking drugs (and why shouldn't they). Drive thru some areas of town and observe the people sitting on their front steps smoking and passing around a bottle in a paper bag. About 100 years ago, the wives of the wealthy class spent time volunteering to help the poor, such as teaching classes in English, housekeeping, etc. The problem was that the volunteer work, while very helpful, was not enough to solve some widespread problems of the poor, especially after the Depression hit (and some of the wealthy were now poor and in need of help themselves).

I don't think that was quite the goal. When such ideas were discussed, lots of work was very arduous and dangerous physical labor for long hours that paid very little (and this included farm labor). I think what the 'thinkers' had in mind was using machines to reduce the physical burden of humans and reduce the dangers.

The city's leaders recognized that those problems would impact the labor supply they were dependent upon, and also spread into their own communities. So, they invested their money in various programs to mitigate slum problems. A key one was building a subway system to provide cheap transportation, so the slum dwellers could move out into better housing. Obviously, not all poverty relief programs over the last 100 years were successful, indeed, some backfired. But your comment "hungry dogs bite" is correct.
