Both enrich the producers and vendors. One kills people all over the world, the other mostly limits the (few, relatively) deaths to the US and Mexico. I'll go with the latter. Make the drugs legal, and the cartels go the way of the bootleggers, along with a lot of prison guard jobs. I guess we'd need a job retraining program, maybe the same program can serve both former dealers, prison guards, and DEA agents. The pallets of $100 bills sent to Iraq (and perhaps other places) only enrich the recipients, who are likely rich already.

When spending state money you usually have well defined multipliers for the expansion of economic activity that follows from it. The money does not stay put, they buy from vendors, pizza outfits, and pay people, that again buy such stuff. The largest multiplier is for primary industrial products, like cars, trucks, planes, tvs, fridges etc. This is a little below 3.5. This means for every dollar spent, 2.5 more dollars worth of value are generated downstream. This even includes the kindergarten and taxman of the workers. Agricultural base products are around 3.0. The spending on bona-fide poor people is not far behind. They will almost immediatly go out and spend on those agricultural products and some on services (not so high) and a little on industrial products. (Like fridges etc). The current US figures are somewhere above 2.5. That is right, there is more activity generated downstream than the value that goes to those poor people. Military spending is lower, around 1.5 as long as it is for operations. This is because the military handles almost everything themselves. The only downstream is for very basic inputs and hardware. That hardware does have above 3.0, though. Munitions are around where poor people are. However, spending on not-so-poor people is not such a good multiplier generator. They are in line with the miltary operations. They tend to substitute a lot; and buy services etc. Multiplier drops. Rich people have VERY low multipliers, because they tend to hoard the money. When taxing people, this works the exact opposite. Taxing a poor person will remove not 1 but 2.5 dollars from the economy. This is probably why the US have ~50% of people not pay federal income tax. So a "tricle down" taxcut is pretty lame. But a "tricle up" one is a lot more powerful. So, this is not quite so clear-cut as either right-wingers or left- wingers would like it to be. One of the best economic stimuli you can give is construction and purchases of industrial products. Next comes contributions to the poor. The poor are always there. You don't always have the need for more hardware or buidings/roads etc. This is something that the European welfare states have been using actively since the 1930s, but the US has fallen short of. -- mrr

OTOH, hoarding does _nothing_ for the economy, and speculation is actually _bad_ for the economy, so anything on the positive side of the register, regardless of magnitude, is better for everyone--even the billionaires.
