I hate it when that happens. One time I got up in the morning and headed down to Home Depot to get the stuff to fix the horrible leak in the roof. The famous channels that every person defending mainframes finally trots out. So would you care to put a number on this "stupendous bandwidth"? And what is the magic that allows this "consistent memory" that is unknown to any manufacturer of microprocessors other than IBM. The thing you never see is an apples to apples shootout between an all up Z and an Intel server farm with the same price. IBM will tell you that you need thousands and thousands of Intel servers to match the performance of one Z. HP will tell you "bullshit". But neither of them back it up with numbers.

I do not think that there is much magic. One thing is that
IBM is selling complete _systems_, while Intel and AMD
core business is processors. IBM puts their processors
in multichip packages usig special interconnect technology.
Intel probably have similar capabilities (some of Intel
processors were multichip), AMD probably not. Fast
interconnect may give 2-3 time troughput of more conventinal
machine. Coming back to systems, IBM machines are designed
as whole with tightly matched parts. That does not give 100
times more, probably even not 100% more, but I expect measurable
difference. There are also relatively simple, brute force
factors. Together, this means that database servers, whoever
makes them are expensive, low volume machines.
Is it only Z? I do not think so. IBM has Power series and
they can play all tricks that they know not only with Z but
also with Power. My understanding is that Power have some
advantages in purely computational performance, so it would
make sense to offer high performance Power database severs,
matching or more powerful than Z. If this is not done, then
reasons are likely to be non-technical. Intel is probably
capable to create competitive machines, but it seems that
Intel leaves building complete systems to others. Independent
vendors lack Intel capabilities, so they are at disadvantage
to IBM.
Coming back to systems, with Z IBM offers complete system,
both hardware and software. This system is highly incompatible
with anything else on the market, so cost to switch would
be high. All comments I heard says that IBM offers
excellent support for their systems. So there is rather
small number of "comparable" alternatives. IBM actively
supresses performance info about their machines (IIUC
licence forbids customers from publising benchmark
results), so hardware performace probably is not as good
as some mainframe advocates says. OTOH I believe that
for database systems it would take considerable effort
to match performace of current Z system using non-IBM
alternative. So customers are reluctant to switch.
And competitors probably make limited effort to win
IBM customers. Limited in the sense that competitors
try to build good systems and marketing people try
hard to sell them. But competitors are not likely
to match _all_ efforts that IBM made.

Actually AMD sort of pioneered chiplets. The current high-end Ryzen processors have multiple chiplets at 7nm for the cores and a 14nm chiplet for the I/O interconnect in a single package. Intel and other microprocessor (somewhat of a misnomer nowadays) designers are also using or looking at using chiplets. If Z-series were so much better than anything else, IBM would be attracting new customers, not struggling to maintain the existing set. Most of them could, if they wanted to. Intel and AMD processors already burst at 4.5 to 5Ghz. With the proper cooling, 5Ghz isn't out of reach.

Intel was and decided not to anymore. They recognize that computers with liquid cooling are a niche product and don't choose to position themselves in that niche. But they also recognized that there are people and organizations out there that want or need the performance, understand the risks of running outside the manufacturs specified clock speed range, and have the technical skills to provide adequate cooling, so they sell a line of chips with the clocks unlocked. Clock speed only gains you so much though.

After a while they realized it was impossible and aborted the effort. While many applications these days reside on servers, not everything fits so nicely. There is certainly a place for the mainframe. As we can see from continuing new editions of the Principles of Operations, IBM is constantly adding new features: this is a large PDF, but interesting reading.
