You forget the NS[1]; our fifth column led by Vidkun Quisling, while only ca 45000 strong made a lot of fuss in the society. Very useful for the Germans beause they were largely fanatics for the cause, and took on themselves to do a lot of the Nazi dirty work; so the german war machine could stay out of most of the local squabbles. And they did. There were a lot of sabotage actions where the German soldiers were protected by the resistance (to avoid reprisals; but also to keep them out of the fight with the NS) -- mrr [1] National Samling, lit translation National Unification, a small but pretty fanatical Nazi party founded 1933. With "fuhrer" and all.

Keeping the American public motivated to make sacrifices necessary for full-scale war was a challenge and concern for American leaders. The Allied leaders knew, based on WW I experience, that unconditional surrender was necessary. The militants in Japan and Germany had to be utterly removed from power and kept away to prevent future troubles, and the population had to know for sure they had been defeated. However, the Allied leaders feared that the civilians would tire of war and be willing to accept a negotiated surrender, leaving the militants in place. Japan in particular sought that, and planned a viscious hold out to make the price of victory for the Allies very steep, pushing them to accept terms. If the atomic bomb wasn't utilized, the war in the Pacific could drag on to 1946, taxing civilian patience. Further, Britain was totally exhausted and no longer able to fight. Another fear of the US and England was that the Soviet Union would accept a negotiated surrender with Germany, freeing all German resources to fight on the west. The invasion had to go on in 1944, ready or not. In hindsight, it was good that they delayed until then as the Allies simply weren't sufficiently ady in 1943.

one of the delaying factors for D-day was Churchill had diverted landing
boats to further east ... which US believed as pure side-show. They had
to wait for additional landing boats to be built for the normandy
invasion ... and there still wasn't the necessary resources for
Marseille. The "ready" references are in part US learning to fight
germans in Africa ... but they could have also learned to fight germans
in Europe ... and things would have gone much faster. Part of
Churchill's references was concern for English position in the middle
east and the flow of resources it extracted from the area (somewhat
obfuscating those issues with whether the US was really ready)

(which was starting to oppose British looting the country) and

command insisted that no long range fighters were needed ... everything
went into building large strategic bombers. British comment is that the
US failed to learn anything from the German bombing of england where
German figther escort was critical. The US strategic bomber command
learned the hard way that long range figthers were needed.
One of other issues was heavy strategic bombers had responsible for Omaha
while medium bombers had responsibility for Utah beach bombing.

The bomber preparation of Omaha Beach was a total failure, and German
defenses on Omaha Beach were intact as American troops came ashore. At
Utah Beach, the bombers were a little more effective because the IXth

supporting the invasion, maintenance crews removed Norden bombsights
from the bombers and installed the more effective low-level altitude

Which one would you rather have doing your negotiations for you? I don't even know the name of the Chinese guy but I would guess he could be added to the mix without changing anything. Being belligerent is not a good way to get elected President of the USA.

If you want more you will have to demonstrate to the public that war will work and is necessary. A plan for what happens after the war is needed. Iraq and Syria will have to be returned to a government containing their own people. It will take at least a decade to train politicians and civil servants that are both competent and do not take bribes. Find a minor task that the locals can manage during those 10 years e.g. collecting the garbage. Fire the ones that take a bribe.

Daesh seems to think they are a "state". The people living there, by not actively opposing them, are at least tacitly supporting them. They should be considered the same as citizens of Germany or Japan in WW II, as fair targets for military action. If we make not opposing Daesh more painful than opposing it, the people will be moved to take action. In this case concern over civilian casualties is counterproductive. What's wrong with those people anyhow? I'd certainly want to get my family out, but if a group of militant Scientologists (e.g.) was doing the kinds of things here that Daesh is doing there I'd want to stay and fight, useless as I might be. -- Pete

While this doctrine is legitimate enough; thus, when Hamas launches rockets into Israel from the Gaza Strip, it cannot be legitimately condemned that this will have negative consequences for the civilian population of the Gaza Strip, none the less, the people living in IS-controlled areas of Iraq can hardly be said to have had a choice in the matter. It is entirely proper to say that we should put ourselves in the shoes of *any* innocent people, and to do what we can to avoid any civilian casualties whatever. That we will not have the ability, even with our best efforts, to completely avoid civilian casualties while we do what we must to defeat IS, will _then_ not be a moral failing on our part.
