Endless war is clearly what the intelligence community and the MIC want, and at least if the majority of the fighting is overseas that will mean less warfare directed against domestic populations and their property. Even more, it will solidify the notion of a pernicious enemey of the West, which is a necessary factor in the psychology of Western citizens who would otherwise turn on their fellow citizens in order to supply that necessary enemy. Little hot wars are a lot more survivable than MAD failing, there is something badly wrong when primary school kids talk about what they plan to do in their last 20 minutes as we did. We might even have been spared 'ethnic cleansing' without imposed boundaries immovable without the consent of the superpowers. The suggestion (often made) that control over all nuclear weapons should be passed to an international body tasked with preventing war by holding the threat of nuclear punishment over any aggressors was not an entirely bad one (better than MAD IMHO).
