But you are correct in that these days it's hard to find a destination that (a) needs workers and (b) wants them. Compounding the problem today is fervent nationalism and ethnic prejudices. Not helping are that some (not all) immigrants are very tightly tied to their original culture and don't want to assimilate into the culture of their new country.

It's a bit harder for people with established roots in a community to move, for example how often do you want your kid to change schools and have to start all over making new friends? Blue collar workers have it worse because they don't get paid to relocate like professionals do. Some of them may still be underwater on their mortgages, so selling their house will cost them a lot of money. If people were all single, had no kids older than 5, and rented there wouldn't be much of a problem. Than there's the little problem of skills. Back in the 60s when the steel mill closed down the workers could often find no comparable work anywhere, and nothing that paid as well. You can only retrain so many steel workers as hairdressers. -- Pete

But if there's no money coming in and their town is dead, moving to a place with a job is the lesser of two evils. Heck, people were willing to accept great peril and onerous conditions to make the trek West in the 1800s, or even take a ship from the Old World to the New World before steam. In the early 1950s, US Steel opened a huge new plant. They had no trouble recruiting workers from their old mills or coal towns to come work at the plant. In the 1970s, many (most?) programmers were on a second career, coming from literally aeronautics to zoology. Lots of them were trained by employers, others took courses at a community college or trade school. When engineering fell out circa 1970, many of them became programmers. Indeed, when the above steel mill fell on hard times, some of its white collar people became programmers. On the other hand, there were tabulating machine operators and 1401 programmers who never could adapt well to S/360, and probably some S/390 users who couldn't adopt to client server. As to steel workers, a lot of workers in a modern mill were involved in transportation (e.g. crane or forklift operator) or maintenance, and their skills were more reasonably usable in other industrial jobs in the 1960s. I think auto assembly line workers had a harder time of it. I also think machine shop worker (e.g. lathe, drill press, etc) had a harder time of it. While those jobs continued, much of it was automated by new technology (e.g. numerical control).

A lot of their revenue also comes from their own estates and not from the government. I'm not sure if they're a net loss or a gain, however. -- Pete
