Tariffs were the primary income for the Federal govt for a couple of
centuries.  Tariff arguments were side issues before the Civil War.

Income tax replaced it.  "Let's do tariffs and scrap income tax!"

Subsequently the world changed, and we could collect more income 
taxes on international trade than tariffs collected. Then the USA 
used its economic and military might to reduce and elimenate 
tariffs world wide. That opens markets to american exporters, 
increases their income, and increase tax collections.
