This is a system of laws and rules, but it does not follow some sort of plan, that someone could possibly understand. E.g. rules are not universal about space and time. In theory something is either legal or illegal. If it's illegal, its illegal for everybody, everywhere and all the time. Rules should also be clear, logic and sparse. 'Sparse' means: you don't what too many rules, but just enough, to make clear, what shall be allowed and what not. These laws had to be understandable for common people, with some degree of education. Laws should also go from general rules to specific rules. All the laws should express the wishes of the people, that want certain regulations. So these laws should stem from some kind of democratically elected Parliament. And the same laws should be valid all across the country in a similar way. Possibly the states could add a few regulations. But it is necessary, that what is illegal in one state is illegal in all other states, too. The so called federal law is actually national law and this should be universally valid throughout the country. What the USA has is a certain hierarchy of laws, with county regulations on the lowest level and federal law at the highest. This idea is extremely odd and hardly any other country has a similar system. It causes confusion about which rules are applicable in a certain case. The US system is also based on the most stupid law-system possible: the ancient British 'common law'. It's speciality is 'incremental text'. E.g. an Act says, that a comma has to be added on page x, paragraph y, sentence z. But it would be much better, to just publish the latest version of that law. The US system of jurisdiction has also the disadvantage of being extremely expensive, while not producing much value for all that money. So in short: it's crap. TH
