The thing you want is called "Slipstreaming".

It allows adding Service Packs or hardware drivers
to be added to the DVD image. The hardware drivers
had to be "txtsetup.oem and INF file" type installers.
EXE or ZIP driver installers were not accepted by
the slipstreaming methods.

I'm not convinced of your "diagnosis".

There's also a "Load Driver" button in the Custom Install
section, but perhaps you're unable to get that far.
Again, a txtsetup.oem with INF file, is the most likely
format to work.

Why does it do that ? Is it validating the license key ?

What if you click "skip" or "I don't have a key" instead ?

Plugging in keys should be done as late in the install
cycle as possible. If you're happy with the install
results, cement the job by activating. If you're not happy
with the install, don't offer a key, erase the install.
For example, at the moment, you're not happy.

I wonder, is this an Upgrade disc versus a Retail disc ?    <===

Do you need a "qualifying OS" to install using that disc ?
Maybe you need a different disc media for the job.

I think my Win2K was an Upgrade disc. I would install Win98
first, then install Win2K over top, and it was happy.
Generally, the previous OS was the qualifying one.
For a Windows 7 Upgrade disc, Vista would have to be
on the machine, *or* you would type in a Vista key
as proof Vista used to be on there. Something like that.
The SKU has to match - a Win7 Pro x64 Upgrade would install
over top of a Vista Pro x64 OS say.
