There is NO offline isntaller for Steam client. Steam client and all
Steam games are always online installers, that is, enforced download,

The real problem is:
What if someone intecepted your internet connection and send a
non-official delta update to your official Thunderbird/Firefox?
Casual walks of life never understand computer crimes and can never find
out, notably kids, babies and stupid booby blondes. :)
