It's analogous to much of the English-speaking world's use of period/full stop for decimal point. (When Aotearoa New Zealand switched from pound/shillings/pence to dollar/cents on Mon 10 July 1967, it was decreed that prices, billings, and cheque decimal points should be displayed using the hyphen -- go figure...) However, I have no problem deciphering what others are trying to communicate from elsewhere with a comma.
