Running Window 10 Pro 64bit with current updates.  Thunderbird version 
89.01b.  I think rearranging the order of the accounts was recently 
previously discussed somewhere.  Maybe under the old Mozilla account. 
Looking for instructions how to do it.  Want to move local accounts above 
Usenet accounts.  Just kind of playing with this since I continue to use 
Outlook Express.

You could use Edit > Account Settings, or select an account in the 
Folder Pane and Account Settings from the Account Hub.
Select "Local Folders".
Drag it up the list.

I prefer Local Folders at the bottom. Saves looking for it.

I use TB for mail and news.   I have the local after mail since 99% of the time I'm filing emails into local folders.  Then I have my news 
server under local.

Wonderful for you

By default in the current release the Local Folders account is below all 
my email accounts, and above the Blogs & News Feeds and my newsgroup 
account in the Folder pane.

By default in the current 89.0b1 beta, and 90.0a1 daily the Local 
Folders account is at the bottom of all accounts in the Folder pane.

The only thing that gets filed into my Local Folder account is drafts of 
the newsgroup messages and the sent messages.

The newsgroup account is just above the Local Folders account.

I'm not able to drag accounts.
I did find in prefs.js the list order.
mail.accountmanager.accounts", "account26,account29,account2,account4,account23,account40,account36,account41,account42");
I just wanted to swap account 40 and 36 so while TB was closed, I edited this line and now those two accounts are swapped in the list.

It takes a bit of hunting to marry up what account40 translates to in the terms of account name like Hotmail or Gmail or whatever.

Thunderbird Add-On: Manually Sort Folders should do what you are looking 
for.

Teddy was using a beta version, which is now 90.0b1.

You installed and used the extension in a beta version? Which now allows 
the user to rearrange the order of accounts in the account settings.

I do not use Thunderbird in a beta version.

I added the news server late in the discussion, so the initial message 
isn't coming through with the number of messages I have it set to 
retrieve, nothing before May 13.

Manually Sort Folders will allow the user to rearrange the order of 
accounts in which they appear, in Thunderbird. I do not know if it works 
with beta versions.

I have a beta of TB 90 installed in a VM.  I have Manually Sort Folders 
installed (and TB 90 doesn't object to incompatibilities), but in 
operation, it doesn't show me the list of accounts, only Local Folders, 
and as a result, not capacity for reordering.

As a general thing, I find that a majority of the extensions I follow 
often don't work in betas, until beta versions are close to release 
under the Mozilla release cycle for ESR versions.

If the next ESR cycle is version 91 
https://wiki.mozilla.org/Release_Management/Calendar, my experience is 
that most of those (but perhaps not all) will start working, but 
probably not until TB 91 gets to RC releases.

You want to reorder accounts. Go to the Account Settings tab and drag 
them up or down the list in the left hand column. Beta and Daily only.

My method is creating them alphabetically and they just order by first 
letter.

That does not work here.
I can re-order folders whatever I want, no problem (in the main screen).
But I cannot drag accounts in the left hand column of the account settings.

Use the plugin Manually sort folders if you want to relocate your 
accounts.
