Sure, but why duplicate what's in the toolbar? Seems to me that if I set 
the toolbar, the pane should have no buttons; and viuce versa.

Anyhow, this is about taste/whim/desire/preferences/and such, so there's 
no right/wrong. There's at most ergonomically better/worse, plus the 
attempt to please most users. You can't please everyone. :-)

That screen was replaced and is not available as such in TB Version 78.

For anyone who uses the foldlers I do not see why  it was changed.  It 
just adds another lay of fluff to get to the account settings.

Doesn't appear, after rereading the OP's message, that it's the settings
dialog he doesn't like some fluff content.  However, I did find:

Looks like Mozilla is trying to simplify account setup by presenting
wizard-like frontends.  Lots of other clients take the same "our users
are boobs and need hand holding" approach.  Lots of users have no clue
what all the settings mean nor will they expend any effort to learn
them.  After all, how many times has a user asked how to configure or
customize a program only to be told it's a setting?  

So, we get dumbed down config GUIs for the ignoble masses.  Telnet is at
in a command shell too hard for most users, so HyperTerm was born to
have a pretty window and toolbar.  FTP can be ran from a command line,
but the boobs won't learn the command set, so FTPzilla showed up.
Apparently walking through all the settings possible to define an
account in Tbird is beyond the mental grasp of many of its users.
However, I'm not sure stepping through a wizard would take more effort
by a boob or expert user than having to walk through every settings
group in a folder tree for an account.  It will take more effort to
describe how to get somewhere through the wizards than just giving the
nav path through the folder tree.

Wolf hasn't been exactly precise in his description, but seems to want
to take housekeeping to a picky level!

Jumping to a conclusion, I presume he means in View - Layout - (Folder
Pane) selected, once he has collapsed his folder tree, and then
selects any account name, all he wants to "see" amounts to a blank
page.

Unless a user is adjusting or changing something in an account, why
even select 'Account Name' in the first place?

On opening, fire up TB to the last used folder... probably Inbox for a
user's primary account... or whatever.

You don't, there used to be an add-on (Mail Summaries) that replaced all 
that redundant stuff with something more useful but that doesn't work 
any more.

Assuming the "stuff" you're talking about is mail folders ...

Right-click on the ones you want to see and select "Favorite". Then 
in the View menu select Folders » Favorites.

You need do this only once; Thunderbird remembers.

I don't think that's what he was talking about, but *I* just did what 
you suggested and I thank you for the suggestion. It greatly improves my 
folder bar.
