Anyone got the CD of Netscape 3.0? Is it a 16-bit program?

Maybe... maybe.. it's safer to access Usenet with its
NNTP client? That should filter all non-english content.

maybe at home, on some CDs attached to very old pc magazines

There were two versions of Netscape Navigator 3.0, the Standard Edition 
and the Gold Edition. The latter consisted of the Navigator browser 
with e-mail, news readers, and a WYSIWYG web page compositor; however, 
these extra functions enlarged and slowed the software, rendering it 
prone to crashing. (wiki)


Is it a 16-bit program?

can't say, but version 3 was released around 1996 so it should be still 
16-bit
